Davenport Hails Belgrade-Pristina Telecoms Agreement

EU Delegation to Serbia Head Michael Davenport on Nov. 14  welcomed an agreement on telecommunications, reached between Belgrade and Pristina, saying that it should accelerate progress on the formation of a Community of Serbian majority municipalities, and reaching an agreement in the energy field.

"I welcome the agreement on telecommunications in the dialogue between Serbia and Kosovo," Davenport wrote on his Twitter account, adding that it should accelerate progress on the Community of Serbian majority municipalities and the energy field."
On Nov. 13, the EU said that both parties, with EU facilitation, had reached an arrangement on the further implementation of the agreed and signed Telecommunications Agreement from 2013 and the 2015 Action Plan stemming from this Agreement, which will ensure that a three-digit dialing code is allocated by the International Telecommunications Union to Kosovo.

The arrangement enables the newly-established subsidiary company Mts d.o.o to operate fully-licensed fixed telephone services in Kosovo, and obtain a temporary authorisation for mobile telephony, the statement said.

According to the statement, all draft documents linked to the licenses, the transfer and registration of assets will be completed by Nov. 28, after which the parties will review these documents and, if they agree that the documents are in accordance with the Telecommunications Agreement from 2013, the 2015 Action Plan and the Conclusions of the EU facilitator, Serbia will send a letter to the ITU on Dec. 3, agreeing that a three-digit code can be allocated to Kosovo.

On Dec. 15, the ITU will allocate dial code 383 for Kosovo, while all international dialing codes used by mobile and land line operators in Kosovo 381,377,386 would no longer be in use.
